From the Desk of Mayor Ann B.TaylorWith fall in full swing, I hope everyone is enjoying the crisp air, changing leaves, and coziness this season brings.
I love all the decorations residents have already started putting up, and I can’t wait to see all of our trick-or-treaters out and about later this month! With that in mind, I’d like to remind everyone to please be courteous to their neighbors and, for everyone’s safety, to ensure your children are supervised when they are trick or treating. Also, when you are driving through neighborhoods while trick-or-treating is taking place, slow down and be mindful of children.
As the weather gets colder, keep in mind that we are expecting higher heating bills here and across the country due to rising energy costs. Be sure you are prepared by budgeting accordingly and dressing warmly. If you need financial assistance to cover the increased bills, you can find information about assistance programs here.
Lastly, review the fall leaf collection schedule below. Leaves must be in the parkway in front of your home and with no vehicle blocking access to be picked up. If you are not sure in which ward you live, visit www.waukeganil.gov/172/Maps.

2022 Waukegan Leaf Collection Schedule2022 Leaf Collection will begin in Wards 7 & 8 on Monday, October 24th. Leaves for disposal must be raked onto the parkway in front of your home for pick up. Waste Management will try to adhere to the schedule as closely as possible, but due to weather conditions and the rate at which leaves fall, daily adjustments may occur. SWALCO Shred & ShedThe NAACP of Lake County, Cool Learning Experience, the City of Waukegan and SWALCO will host a recycling event on Saturday, October 15 from 9am to 12pm in the parking lot of First Baptist Church at 400 N. Sheridan Rd. Please refer to the event flyer for a list of items that will be accepted. Only those items will be accepted. Please have like items marked in bags in your trunk, pull through and pop your trunk and volunteers will unload them for proper disposal. This is a free event and open to the public. New Water Billing SystemThe City is implementing an improved Water Billing system. The Water Billing Department heard complaints from residents and business owners and took action. The new system will be less expensive, feature rich, and more user friendly. The system will be a single stop for paper and electronic billing as well as online payments. The payment portal will be made available this September.
Due to these changes, the previous e-billing portal will no longer be active. If you need a previous water statement, email water@waukeganil.gov for assistance.

While this is a convenience for the 6th Ward, all Waukegan residents are welcome to avail themselves of the dumpster and proper recycling for tires (off rims) and electronics. "The Art of Remembrance: Dia de los Muertos"FREE Artist reception on Saturday, October 15 from 5pm to 8pm and CLC Lakeshore Campus at 33 N. Genesee in Downtown Waukegan. View artwork that was created by dedicated artists during a "Visual Arts Community Engagement & Outreach" Workshop and inspired by calaveras, cempasúchil, history, and memories of our loved ones. These non-literal interpretations of Mexican and Latinx traditions will become a 2-D artistic ofrenda displayed at Lakeshore Campus. Halloween Trick or Treat TrailThe Waukegan Park District invites families to celebrate Halloween at the 2022 Halloween Trick or Treat Trail on Saturday, October 29, 2022 from 1pm to 2:30pm at Bowen Park, located at 1800 N. Sheridan Road. The event will feature an enchanted trail with professionally costumed characters. Children will receive a treat bag at the end of the trail, while supplies last.
