PUBLIC HEARING NOTICE
City of Waukegan Amendment to the 2019 Annual Action Plan
The City of Waukegan is an entitlement community eligible to receive assistance under the United States Department of the Housing and Urban Development (HUD). In accordance with HUD rules and regulations, the City will host a virtual public hearing to obtain input on its proposed Amendment to the 2019 Annual Action Plan on May 7, 2020 starting at 5:00 p.m. Waukegan City Hall, Council Chambers, 100 North Martin Luther King Jr. Avenue, Waukegan, IL 60085 regarding the Amendment to the 2019 Annual Action. The proposed amendment will be available for review and receive written comments for a period of 5 days beginning May 1, 2020 ending May 7, 2020.
The City of Waukegan is proposing a “Substantial Amendment” to the Program Year 2019 Annual Action Plan. Due to the coronavirus COVID-19 pandemic, the City had unused funds in the amount of $301,485 that will be reallocated to provide funding to public service agencies (who are currently funded in the 2019 Annual Action Plan) that provides direct essential services to residents who are low to moderate income located in the City of Waukegan.
The proposed Amendment to the 2019 Annual Action Plan is a component of the 2015-2019 Consolidated Plan that identifies resources and strategies to assist in meeting the housing and community development needs.
The purpose of the hearing is to discuss an amendment to its 2019 Annual Action Plan in order to reallocate funding and the changes to the Citizen Participation Plan regarding virtual public hearing and required publication period.
Copies of the proposed Amendment to the 2019 Action Plan will be available for review on the City’s website at www.waukeganil.gov. You can request a copy of the proposed plan by contacting the CDBG Office at 847-599-2531.
