Effective October 16, 2023 - Zoning Certificates are required for all property ownership transfers per fees adopted by City Ordinance 23-0-294. APPLICATIONS ARE REQUESTED AT THE TIME OF LISTING, A MINIMUM OF 30 DAYS PRIOR TO CLOSING
APPLICATION REQUIREMENTS
All applications need to be submitted online at this time
ZONING CERTIFICATE APPLICATION must include the following information:
- Property information to include; lot size, unit information, current use, seller's information, number of bedrooms/units, current occupancy status, MLS listing#, and Listing Agent contact information.
Once you have buyer, you will be requested to submit the following information
- Buyer's Information to include DL# for water utility transfer, receipts of non-liened amounts owed to the City of Waukegan, notarized affidavit of buyer's responsibility for any outstanding violations from minimal/code life safety inspection.
INSPECTION REQUIREMENTS
Code Officer will contact you within 5 days of the receipt of your application fee to schedule a minimal code/life safety inspection.

ZONING CERTIFICATE/CLOSING LETTER FEES
Zoning Certificate Fee of $150.00 is due at the time of listing.
Closing Letter Fee of $150.00 is due at the time of closing.
ADDITIONAL REQUIREMENTS
Zoning Certificate must be displayed, fully visible, as near the front entrance as possible, during entire for sale period. Closing Letter must be provided to Buyer with all attachments provided within the Zoning Certificate record.
