Community Development Block Grant (CDBG) AMENDMENTS

2017 Annual Action Plan Amendment 2

Any proposed amendment that is considered a "Substantial Amendment" is subject to the Citizen Participation process, requires formal action by the City Council, and approval by Housing and Urban Development (HUD). A thirty (30) day public notice is published to provide the opportunity for the public to review and comment on the proposed substantial amendments. The "Substantial Amendment" will start the thirty (30) day process being December 18, 2017 through January 18, 2018. The City will consider all comments or views received from the public concerning the proposed substantial amendment in accordance with HUD regulations. The City of Waukegan is proposing a "Substantial Amendment" to the Program Year 2017 Annual Action Plan. The City discovered unallocated funds while setting up the activities into the Integrated Disbursement and Information System (IDIS). The proposed amendment will consist of reprogramming the unallocated funds for the 2017 Annual Action Plan.

The available CDBG funds for PY2017 were $775,929.00. With the first amendment, the additional unused 2016 program funds of $335,936.00 was reprogrammed into the 2017 Annual Action Plan program allocation amounts for a total of $1,111,865.00. The other unallocated funds of $81,838.00 equals a total of $1,193,703.00. In addition, COOL Ministries Food Pantry Program surrendered its grant allocation of $7,000.00.
