Members
Members must have no private financial interest in district business. Members must also be residents of the county that is embraced in whole or part by district with at least four district residents. Board members serve six-year terms from June 1 through May 31, and are reimbursed for pre-approved expenses.

Constructs, leases or operates port facilities and terminals
Establishes and maintains the public airport
Organizes export trading companies
The Waukegan Port District was established by Legislative Act 70 Illinois Compiled Statutes (ILCS) 1865 Statutory Terms of the Board of Directors.
