The Building & Code Department is responsible for the issuance of building permits, sign permits, plan review and construction inspections for residential, commercial, and industrial properties within the City of Waukegan.
Building permits are required except for minor repairs, same size replacement windows and doors, painting, and flooring. Contractors working within the City limits must be registered prior to obtaining permits. Annual registration expires each year on December 31st.
The Building & Code Department is responsible for the issuance of business licenses, residential day care licenses, outdoor dining permits, mobile vendor licenses, and rental licenses.
All businesses are required to obtain an occupancy permit and license prior to opening and operating per City Ordinance.
Code Officers eliminate hazards that could affect public safety on private property through enforcement of City Ordinance to include; abandoned vehicles, garbage, housing code violations, life safety inspections, rental property inspections, and vacant structure monitoring.
Compliance is gained through; administrative adjudication process, abatement/removal of the nuisance, ordinance ticketing, safety inspections, and vacant/foreclosed property registration.
Zoning Certificates Applications will be required at the time of listing a property for sale. A minimal code/life safety inspection to the property will be performed by a Code Inspector. Zoning Certificates will be issued to all properties inspected and must be displayed on the property. Zoning Certificates will expire after 6 months, one extension can be granted upon request for an additional 6 months. Final Water Reading can be scheduled by calling 847-360-0535, no later than five (5) days prior to the closing.
